Charges laid after EPA investigates demolition waste from former Corkman Irish Pub

Environment Protection Authority Victoria (EPA) has charged two companies and their two directors with numerous offences under the Environment Protection Act 1970 following a comprehensive investigation into the management of demolition waste from the former Corkman Irish Pub in Carlton.

A total of fifteen charges have been laid against the companies and their two directors.

The companies charged are:

  • 160 Leicester Pty Ltd
  • Cairnlea Pty Ltd

 The directors of both companies are: 

  • Stefce Kutlesovski
  • Raman Shaqiri

The charges allege the companies in charge of the Corkman Irish Pub site and a separate site in Cairnlea illegally dumped and permitted the dumping of construction and demolition waste (including asbestos) at the site in Cairnlea following the demolition of the building. 

The charges further allege that the company in charge of the Corkman Irish Pub site failed to comply with a statutory notice issued by the EPA. The minor works pollution abatement notice required the waste from the Corkman Irish Pub demolition to be appropriately covered and secured.

Illegal dumping of industrial waste or permitting the illegal dumping of industrial waste is an offence under section 27A(2) of the Environment Protection Act 1970, with a maximum penalty of $373,104 per offence.

Failure to comply with an EPA minor works pollution abatement notice is an offence under section 31B(6) of the Environment Protection Act 1970, with a maximum penalty of $46,638 per offence.

As this matter is now before the court and EPA’s investigation is continuing, it would be inappropriate for EPA to make any further comment.
