EPA releases independent Gillieston abattoir report

The independent report to Environment Protection Authority Victoria (EPA) into a proposed new abattoir and meat processing facility at Gillieston, is available online from today.

The report follows a public conference to discuss the application from Meatworks Australia Pty Ltd for EPA Works Approval for the construction of a facility at 630 Lancaster-Mooroopna Road, Gillieston.

Under the Environment Protection Act 1970, the Works Approval process has included public submissions, followed by the Section 20B conference, which included information on the proposal and the approval process, then discussion of possible resolutions to matters raised in the submissions.

Under the Act, EPA must take into consideration the report and the recommendations from the independent chair, in making its decision on the Works Approval application.

The proposal is for a facility processing up to 3000 head of sheep per day, operating in a series of fully enclosed buildings.

Works Approvals are required under the Environment Protection Act 1970 for any industrial and waste management activities that have the potential for significant environmental impact.  

EPA will assess the proposal against all relevant environmental policies and guidelines, and look at any potential environmental and human health impacts.

EPA’s assessment will include consideration of:

  • Meat processing operations;
  • Factory wastewater treatment and storage ponds;
  • Sewage treatment plant for office and worker amenities, and
  • Recycled water for use onsite across existing flood irrigation area.

If EPA Works Approval is granted, it would not be the final step for the proposal.  Meatworks Australia would also need a planning permit from the Greater Shepparton City Council.

An appeal to the Victorian Civil and Administrative Tribunal, can be made by the applicant or affected third parties, against a works approval decision and/or any conditions attached to a works approval.
