RLX works approval
EPA granted a works approval (PDF 12.0MB) on 12 August 2016 for Regional Livestock Exchange Investment Company P/L (RLX) to establish a livestock exchange saleyard with an annual throughput of approximately 1.6 million sheep and 70,000 cattle.
EPA comprehensively examined the application in line with the Environment Protection Act and relevant state environment protection policies and guidelines. The assessment focused on key environmental issues, including potential odour and noise emissions and surface water impacts associated with the proposed wastewater treatment plant, effluent reuse scheme and the stormwater management system. We also considered solid waste management and a number of community concerns.

EPA granted an amendment of the works approval on 14 June 2018 for RLX to incorporate an improved waste water treatment plant design, and changes to the reuse scheme.
Prior to construction of the saleyard, RLX submitted a number of reports and plans to EPA for approval. EPA approved the following documents required by condition of the works approval:
The majority of construction works have now been completed, and EPA has inspected these works.
As a condition of the works approval, RLX is required to submit an Environmental Improvement Plan and commissioning plans for EPA approval. EPA has reviewed the draft plans submitted, and provided comments back to RLX. The community liaison committee (CLC) is currently reviewing the draft plans and will provide comments back to RLX.
EPA is currently awaiting submission of the updated EIP and commissioning plans. If you would like to speak to EPA about the works approval decision, please call our Development Assessment Unit on 1300 372 842 (1300 EPA VIC).
