Environment Protection Authority Victoria (EPA) has granted a works approval (PDF 4.4MB) for SELX Operations P/L to establish a saleyard, known as the Western Victoria Livestock Exchange (WVLX). The facility has a design throughput of 200,000 cattle per year and is located at the corner of Hamilton Highway and Connewarren Lane, Mortlake 3272.

EPA has comprehensively examined the application in line with the Environment Protection Act and relevant state environment protection policies and guidelines. EPA has considered the public submissions.

The assessment focused on the key environmental issues, including potential odour and noise emissions and surface water impacts associated with the proposed wastewater treatment plant, effluent reuse scheme, and the stormwater management system. The assessment also considered solid waste management.

EPA has determined that the environmental risk posed by this proposal is considered acceptable, that the proposal complies with the relevant state environment protection policies and has issued a works approval with conditions.

The works approval conditions include requirements that:

• final designs for wastewater treatment system and wetland be submitted for approval prior to commencing construction
• commissioning and contingency plans be submitted for approval prior to commencing commissioning
• an operational environment improvement plan (EIP), including monitoring, compliance review and corrective actions, be submitted for approval prior to commencing commissioning.
